(Chairman) Cllr Paula Ashleigh-Morris, Cllr Neil Jones (East Lindsey
District Council), Cllr Sean Matthews (Lincolnshire County Councillor), Cllr
Roome, Cllr Julie Reynolds and Cllr Katie Chalmers.
Cllr David Marshall (Deputy Chairman), Cllr Phil Perryman and Cllr Tom
Ashton.
Pre-Meeting - 10 minute allocation for the Police and Public to speak:
The four members of the public attended in order to discuss the plan
with Langrick Bridge, a discussion was started between them and Councillor Sean
Matthews.
Cllr Matthews shared that there is no new bridge coming as yet, the bid
for £25 million has been put to the government, they will not know if it is
successful until the end of October 2026. The reality is the bridge has about
15-20 years left, within the next 2 or 3 years HGVs/farming machinery will have
to be stopped. It is at the top of the list of dangerous bridges in
Lincolnshire. The bridge costs around £80,000 per year to maintain. The bridge
would take 2-3 years to complete. If we are unsuccessful with the bid, the
bridge will eventually be closed to all except pedestrians which is not ideal
as it is a 10-15 mile journey round without Langrick Bridge. Lincolnshire
County Council is unlikely to be able to come up with the funding themselves if
the bid is not approved. Whether it comes in the next 3 or 10 years, it will be
coming eventually. No one wants lives or businesses disrupted but the reality
is, if nothing is done now, the bridge will be restricted more and more. The
new bridge will be two lanes wide with a foot and cycle path.
Cllr Matthews made a note regarding keeping Langrick bridge when the new
bridge is built due to its historical significance (it would have to be
maintained for pedestrians if that is the case).
Cllr Chalmers asked if the current Langrick bridge will stay in use
whilst the new bridge is being built and then be followed by a hand-over period,
Cllr Matthews responded that 95% of the new bridge will be built with Langrick
Bridge still in use.
Cllr Ashleigh-Morris would like to hold a public meeting to give some
answers to local people.
One member of the public asked what speed is anticipated going over the
bridge, Cllr Matthews said he imagines it will stay 30mph but nothing to is
decided until we know about the funding. Cllr Ashleigh-Morris mentioned the
recent meeting herself and Cllr Ashton had with the Road Safety Partnership
about speed measurements to be implanted. Cllr Matthews agreed that this is
something that can be discussed if the bridge goes ahead. It was agreed that
when the outcome of the bid is received, if it is approved, then a public
meeting should be held in November to listen to any concerns/comments. Monday 2nd
November was pencilled in for this. Highways can then hold a public meeting
further down the line.
The chairman welcomed everyone to the meeting.
Cllr Perryman and Cllr Marshall gave their apologies.
None.
The minutes were agreed as a true record and signed. RESOLVED.
None received.
Cllr Ashleigh-Morris reported that we still have no update from the
diocese. Cllr Matthews will speak to them to see if things can be hurried
along.
Cllr Ashleigh-Morris shared that herself and Cllr Ashton had a meeting
with the road safety partnership. They discussed the possibility of putting up more
signage at entrances between New York and Langrick as well as a slow on the
road, this road is an a bad state of repair at this time. They are also going
to paint “slow” and “30” at Antons Gowt. The idea of a covert survey was also suggested
for areas in the village.
This was discussed in the public forum before the meeting.
Cllr Ashton is not in attendance. Cllr Matthews gave an update to the
council regarding LGR. There will definitely be district elections next year,
there will not be new unitary authority elections, the earliest that those will
happen is May 2028. He believes that the LGR decision will be cancelled as it has
proven to be the least popular and viable option. This means that the current
County Council will be seated for the full 4 years instead of the 2 years as
planned.
Cllr Matthews also spoke about a new app being developed to allow
councillors to have up to date information on highways works and other things,
however, there is no internet at the hall for devices to work.
He also spoke on the 30mph limit outside New York School, the limit is
not being changed as the education trust still manage the school and it is
unclear if it will be used as a school again. There are no variable speed
limits in Lincolnshire.
Cllr Jones reported that the food waste bins have been delivered but the
collections are not starting until October. From the 31st of
November, planning regulations are changing, there will no longer be a planning
committee, the head of planning will have the overall power of decision. We
will still have the opportunity to comment but there will be no meetings to
represent in. LGR has been halted and may be started again in the future. There
will be district, borough and parish elections in 2027. He shared that there are lots of grants, all
can be found online, there are big ones available when the time comes to
purchase the village hall.
Cllr Chalmers asked if the planning changes will make our voices heard even
less when it comes to the pylons. Cllr Matthews responded to say that they
weren’t likely to be listened to in the first place, if there is a General
Election then it is unlikely to go ahead. Cllr Jones also commented on the
amount of land being taken up by solar panels in Lincolnshire currently.
The clerk reported that the funds from the closed main account have been
received and the new account for the village hall has been opened.
The clerk has the form to close the old hall account and it is to be
signed at this meeting by the signatories.
37.1 – Flower bed sponsorship – Paul grant who offered to sponsor our
planters was not in attendance but the council discussed the idea in his
absence. The plan is that Paul covers the costs of the plants via the resident
who looks after them in exchange for some advertising signage for his business.
