MINUTES OF LANGRICK PARISH COUNCIL MEETING

Held on September 9th 2025 at 19:00 in Langrick Village Hall.

Present: Cllr Reynolds, Cllr Perryman, Cllr Roome, Cllr Marshall (Vice Chairman), Cllr Ashleigh Morris (Chairman, Cllr Ashton (East Lindsey District) and Cllr Chalmers/Richardson.

Absent: Cllr Smith and Cllr Jones.

In attendance: Lana Maclennan-James (Clerk) and one member of the public, Kathleen Roberts.

Pre-meeting - 10-minute allocation for the Police and Public to speak:

Kathleen Roberts spoke on a previous group called “Langrick Matters” which had a bank account. The bank has been in touch with her to say that they have closed the account and can no longer be used, the money is being held and they need contacting in order to retrieve the funds. In order to do this, she requires two signatures, she has asked if Cllr Ashleigh-Morris can co-sign the form. Once retrieved the money will be put in to the Langrick Parish Council Bank Account.

Kathleen continued to say that her husband used to cut the grass for the village and had to stop due to insurance costs, however, the entrance to the Village needs doing. Cllr Ashleigh-Morris shared that this is being cut as we speak.

1. Chairmans opening statement (Agenda item 1 – 19.09.2025)

Cllr Ashleigh-Morris shared that she is going to ask the clerk to sort the bank accounts ASAP as things have not been kept up. The hall account has £1225 and we have to agree a new electricity deal as per a letter from British Gas in the post. The clerk is to get some quotes from providers before a rate is agreed upon. There is also a booking for the hall this Saturday, we are charging £40.00 for the day, this may need updating as during the winter months the heating will be very excessive. The clerk can look in to what the costs were last winter.

In the main bank account, there is just under £12,000. 

2. Apologies for Absence and reasons given (Agenda item 1 – 19.09.2025)

We received apologies from Cllr Smith who is at work and Cllr Jones who has another meeting, Cllr Chalmers is running slightly late.

3. Declarations of interest in accordance with the Localism Act 2011 (Agenda item 3 – 19.09.2025)

N/A

4. Approval of minutes for meeting held 12th August 2025 (Agenda item 4 – 19.09.2025)

These are yet to be circulated, so this will be done shortly.

5. Planning applications (Agenda item 5 – 19.09.2025)

No applications received.

 

6. To discuss the environment of the Parish (Agenda item 6 – 19.09.2025)

a) Cllr Ashleigh-Morris has someone cutting the Village grass – he is starting tonight and is being paid £15ph.

 

7. Report from Cllr Ashton (Agenda item 7 – 19.09.2025)

Cllr Ashton shared that the current relevant issues are local government reorganisation, with a recent shuffle of every minister that is overseeing it. There is a deadline in October when all Lincs submissions have to go in to Government. There is little confidence that this will be forced quickly.

Locally, there is an ongoing issue with local plan and housing supply in East Lindsey, the number of houses needed has been recalculated and it’s believed they have counted holiday parks in their calculations. Cllr Ashton is not prepared to do a new housing plan based on incorrect numbers. This means we have a local plan for housing purposes that is out of date. The bottom line is, there will not be anymore housing being built as that is what the market is delivering.

The work to convince the Government that we need help with drainage funding is also still ongoing, again with low confidence that anything will be achieved. The best we can hope for is another one-off grant to cover the 2022 increases in drainage board special levies on councils. Cllr Ashton has a meeting with the Netherlands partner for water which is an arm of the Dutch Government, who seem to be able to do something there that we can’t in this Country, which is working well across departments. He will hopefully be able to bring something back from this meeting.

8. Report from Cllr Jones (Agenda item 8 – 19.09.2025)

 

Cllr Jones is not in attendance.

 

9. Update on Diocese (Agenda item 9 – 19.09.2025)

Cllr Ashleigh-Morris spoke to the Diocese again today, they are awaiting a meeting to decide how much they thing the village hall is worth.The grant funding could be available from East Lindsay District Council, but this cannot be done until we know the cost of the building. The hall lease has now expired, so we need some answers soon.

 

10. To discuss the completion of the previous clerk's employment (Agenda item 10 – 19.09.2025)

Cllr Ashleigh-Morris informed the Cllrs that we are having an issue getting paperwork from the previous Clerk. Cllr Marshall said that the previous Clerk has been to his home last week and received her last cheque.

 

We will continue to try to retrieve these ASAP, Cllr Marshall will speak to the previous clerk.

 

11. Traffic report (Agenda item 11 – 19.09.2025)

Cllr Perryman shared documents with the Council showing a report on traffic in the Village. He said that there haven’t been any major changes in recent weeks.

The clerk does not currently have bank account access and so cannot give an update on the bank account and transactions.

The meeting ended at 20:10.

The next meeting will be held at Langrick Village Hall on November 11th at 19:00.
