Langriville Parish Council Meeting

Monday September 10th 2018 – Langrick Village Hall 7pm

No public or press in attendance.

In attendance – Cllr Duncan Eaton, Cllr John Wood, Cllr Caronne Daft, Cllr Joy Cawthorn.

Cllr Paula Cooper at an earlier meeting and will join us asap.

09. 1.   Welcome from Chairman Cllr Duncan Eaton.

09. 2.   Apologies and reasons heard from Cllr Neil Jones – resolution to accept all in favour.

09. 3.   No declarations of interest at this point – clerk offered to leave the meeting at item 9 as the application relates to home address.

09.4.    Draft notes of the meeting held on July 9th 2018 proposed as a true and correct record Cllr J Wood, seconded Cllr J Cawthorn, resolved by vote. Signed and dated by Chairman.

09.5.    Lincolnshire Police attended, PCSO Illiana Edwards & PCSO Nicola Stuchfield gave a report three incidents reported, a loose horse running on the B1192, call regarding lamping, this turned out to be legitimate but PCSO’s commended the caller for reporting, two reports of scrap collectors in the area, no issues purely reports of the vans around the area. PCSO Edwards asked that people continue to call in incidents especially as the season for hare coursing is almost upon us, please keep a close watch and call all incidents in to the call centre on 101.

09.6     Bins – Antons Gowt Lock – Sustrans reported that the upkeep of the track on Boston side of the lock is the responsibility of the Borough Council, within two days of receiving this information the path was cleared roughly a metre back from the edges of the path, thanks to be passed on to the Boston Borough Council, East Lindsey will be informed the route from the lock to Langrick Bridge needs to be serviced. There is an independent company responsible for the lock and the lock approach.  No further help regarding extra bins for both sides although Boston Borough has replied that they are investigating the possibility.

Cllr Ashton & Cllr Cooper joined the meeting.

09.7     Speed Indicator report – Cllr John Wood gave a brief background to the purchase of the SID for the benefit of the PCSO’s who stayed for this item. Four locations in Langrick and Antons Gowt were covered by the SID over a 30 day period, all have surprisingly proven that the perception of speed is much higher than the evidence shows, the documents will be published on the website in the near future so all can access the resulting information. The numbers of vehicles was the most shocking for most councillors with a Friday being the busiest day for Armtree Road with some 1,700 vehicles passing the SID in one direction over the 24 hour period and a possible 900 in the opposite direction shown a couple of weeks later from the Gipsey Drove site, although some of these may have gone down Meer Booth Road so this could have been a few less all in all a very useful exercise. This item will be a regular on the agenda Cllr Wood is happy to keep council updated.

09.8.    District Cllr Tom Ashton reported that this round of Area Forums in East Lindsey had been cancelled, not enough agenda items currently these should be run again in the new year. Local plan has finally been approved; particularly relevant to this parish is that the small to medium village policy has been adopted with the plan allowing some development if need is proven.  Horncastle Town Council have been given designated powers to make decisions on some planning applications, this is a very proactive council with a current approved parish plan, this is a trial which may be rolled out to other larger councils.  At County level Cllr Aston spoke about the grass cutting programme and the possibility of it changing again, the officers are looking at the cost involved with all the additional safety cuts versus an annual scheduled third cut.  Cllr Wood asked if Cllr Ashton could help with speaking to the department for waste regarding the bin request for the Lock Approach at Antons Gowt.

09.10   Proposal to pay £25 to Poppy appeal in return for a poppy wreath to be placed on Langrick War Memorial, seconded all voted in favour Resolved

09.11   Langrick Matters have offered a donation of £880 to council to enable enhancement of several areas in the village, planters/plants. Proposal to put £100 towards this to buy 4 new planters seconded resolved – clerk to order.

09.12   Finance – Proposal to pay as listed, seconded all in favour resolved Grass cutting Jul/Aug £60, Tree maintenance Antons Gowt Lock £30, salary Aug/sept £303.20 HMRC Aug/Sept £75.80. Plus as above planters and Poppy appeal donation.

09.13   Cllr Caronne Daft asked if an expression of interest could be put in to the Community Broadband for the residents in Antons Gowt due to the very poor reception, this was agreed to be put on next agenda in the meantime send in and EOI  to get the ball rolling, this can also be published in the next village newsletter to be done in the next couple of weeks.

09.14   Ideas for community projects required for the forthcoming Triton Knoll fund.
