  1.  Welcome and Happy New Year from Chaiman Cllr Neil Jones.
  2. Apologies and reasons for absence Cllrs Caronne Daft & Cllr Joy Cawthorn, Resolved acceptance
  3. No declarations of interest
  4. Draft notes previously circulated proposal to accept as a true and correct record of the meeting held 19th November Cllr D Eaton, seconded Cllr J Wood, RESOLVED all in favour notes signed and dated by chairman.
  5. Police report – PCSO Iliyana Edwards reported 4 x RTC damage only, all at Armtree Rd junction with Ferry Road, 2 x concern for safety, 1 x lost livestock (cow) 1 x hardship/scam scare 1 x hare coursing.
  6. Highways update- no action has been taken to repair/rectify the damage done following the accident Ferry Rd/ Armtree Rd junction, three further vehicles have left the road at the same place since this, all reported to police. The light is still out and no signage is visible making the junction very dangerous. Cllr Cooper reported that she has personally reported all 4 incidents, clerk has reported and added information to the reports the light out, it is believed this is East Lindsey responsibility, all signage and poles are damaged. Cllr Ashton has arranged a visit with Cllr Richard Davies to hopefully move this on.
  7. Broad band – BT expression of interest has been placed, speeds are well below 2mbts – clerk is working with LCC officer to move this forward.
  8. Speed Indicator – Armtree Rd & Meer Booth Rd locations – most traffic within the limits, massive increase in traffic numbers over the Christmas and New Year period at both these locations, Gipsey Drove however is still experiencing considerable speeding traffic with average speed in excess of 50mph travelling towards the village from Gipsey Bridge. The hand overs are going well with Thornton Le Fen.
  9. District Councillor Neil Jones – two sex club licences have been granted by ELDC in Skegness, funding for Electric charging points has been awarded 2 points will be in the Coningsby car park. 300k is available for developing small businesses, details on website.  Anton’s Gowt caravan site at rear of Malcolm Arms (Frithville Parish) application refused to remove condition, owner may appeal this decision. Green waste collections £40 per year. New Chief executive Rob Barlow is now in post. County Councillor Tom Ashton - £3.5 million additional funds available for adult social care, this is good news but will not fill the massive gap in requirement, ELD have the most ageing population in the county. Additional monies again made available for repairing potholes. District Council have recently agreed asset transfer with Skegness Town Council who have taken over the Tower Gardens park, some of the towns toilet facilities and one car park which will be solely managed by the Skegness TC in the future. Cllr Richard Davies will be on parish visit 28th January.
  10. Planning – Council surprised by the refusal of permission for 2 properties on Gipsey Drove, lots of local support for this application.
  11. Village hall, Community Pay back have agreed to bring in workforce to help with general maintenance and gardening at the hall in return for use of facilities whilst in the area, they will also be working in the Church grounds on a monthly basis.  Hall committee to be brought back under the umbrella of the Parish Council proposed by Cllr Neil Jones, seconded Cllr Paula Cooper, all voted in favour Resolved.
  12. Finances proposal to pay as listed – Hewerdine electrics £108.60 salary Dec/Jan £304 HMRC £76 Resolved all in favour.
  13. One item, concern over closure of Water Railway from Anton’s Gowt to Langrick Bridge for maintenance, Cllr Cooper to investigate and report back with reference to notice of actual closure times etc.   Possibly ask Steve Brookes or a colleague to attend the Annual Parish meeting on March 11th. Clerk to request and report back asap.
  14. Clerk reported there will be cost for election contested joint district & parish est £600 or uncontested £48.50 est. Elections May 2nd 2019
